6. For General Russell: Your telegram January 21, 1 p.m. Department has handed informally to Haitian Minister a memorandum40 containing observations set forth in its telegram No. 3, [Page 424] January 18, 9 p.m. and a draft of proposed exchange of notes. Department will furnish substantially similar memorandum to French Embassy here and suggest formal presentation of French claims as recommended by you.
You should immediately bring the Department’s observations to the attention of the Haitian Foreign Office and endeavor to obtain acceptance of suggested alterations and explanations. You may also, if you perceive no objection, discuss matters informally with the French Minister.
