200. Regarding commander in chief’s telegram of March 7th to the chief of naval operations, 0007–1800, concerning prevention of Chinese factions’ naval fighting on the Whangpoo, I consider the Department’s 216, September 13, 4 p.m., 1924,76 applies and suggest that Admiral Williams be instructed to cooperate with his foreign colleagues to that effect and that I be authorized by telegraph to adopt this attitude should necessity arise.
