39. Prolongation law passed Congress Saturday and was approved by the President this morning. Members of Constituent Assembly are to be elected on the thirtieth day following promulgation of the law, and the Assembly to meet on the tenth day after the election. Considerable excitement but no disorders. Full report by mail.6
