Your 833, November 16, 5 p.m. The Department authorizes the Consul General at Canton to convey to the local authorities any message or protest the Company may desire to make in regard to threatened seizure of their property. The Department does not regard naval cooperation in the matter as desirable. You are authorized to direct such further representations as you may consider expedient without involving the use or threat of forceful measures.
