Your 894, December 24, 5 p.m.11 On December 22 Commander in-Chief Asiatic Fleet12 was authorized to withdraw the marine forces from Tientsin on transport Henderson latter part of January, first transferring from those forces sufficient men to bring Shanghai regiment and Legation Guard to full strength. Department regrets that you were not informed in due course.
