Memorandum by the Assistant Chief of the Division of Far Eastern Affairs (Peck)

The Far Eastern Division received from the Navy Department a copy of a telegram from China, dated November 30, to the following effect:

The Chinese Minister for Foreign Affairs, while conversing with Mr. Bucknell, said that he hoped that some solution of the question of the Provisional Court in the International Settlement could be reached through early negotiations, since it would not be desired by either China or the United States that there should be a repetition of the incident of May 30, 1925.16 This telegram was sent at the request of Mr. MacMurray.
