140. Mello Franco, Foreign Minister of the Provisional Government,22 sent his Chief of Cabinet to the Embassy today to state that as the Provisional Government had not had sufficient opportunity to decide whether or not they wish to renew the Naval Mission contract, they desire that the Mission would continue to operate after the termination of the present contract on November 6th until the Government had an opportunity to reach a decision probably within 15 days.
