20. In your No. 11, March 13, 5 p.m. you suggested the possibility of the President’s receiving Hart for full discussion of the ultimate amount of the fine imposed upon the National City Bank. The National City Bank informs the Department that Hart considers it desirable to have an interview with the President and that the bank would very much appreciate your assisting him to obtain one. If Hart still desires the interview, and if you perceive no objection arising from the considerations outlined in your No. 14, April 2, 4 p.m., the Department would be glad to have you assist Hart in the matter.
