35. My 34, March 13, 4 p.m.32 Note from Barclay received today states that in consequence of the withdrawal by the Government of the United States of Outley’s nomination the Liberian Government approves Lewis’ nomination as major at $7,500, subject to understanding reported in my 22, February 13.

Note adds that all obligations to Outley will be duly discharged and appropriate instructions will be given regarding Lewis’ transportation expenses.

Trust that this will enable Lewis to sail at an early date as his presence here during the investigation33 will be most helpful.
