38. Your 53, June 25, 11 a.m. Belgium is of course one of the important countries included in the President’s proposal. It has been repeatedly and clearly told the Belgian Ambassador that Belgium is one of the important creditor powers and the Ambassador said he would so inform his Government. Belgium stands to lose all of their conditional payments if a moratorium is declared by Germany. She has more to lose in case a debacle occurs in Germany than any other nation.

Please transmit the above information orally to the Minister for Foreign Affairs immediately.
