57. In view of the explanations contained in your telegram No. 83 of July 23, 11 a.m.,37 regarding the practical if not legal difference between the status of the non-commissioned employees of the Public Works Service and that of similar employees in the Service Technique, you are authorized within your discretion, if unable to obtain even a more moderate indemnification for the employees of the former service, to waive such a demand.
