The Chargé in Estonia (Carlson) to the Secretary of State

4. Referring to Department’s telegram of May 31, 6 p.m., the Foreign Office in a note verbale dated today informed me of the willingness of the Estonian Government to sign at Tallinn if possible the debt postponement legalization agreement in the form as submitted to Estonian Vice Consul at New York. The Foreign Office suggests however at the same time exchange of notes assuring for Estonia the benefit of any preferential treatment which the United States might give in this matter to any other country.
