450. Your 265, July 27, 6 p.m. In conversation with M. Herriot last evening, reported in another telegram,41 I informally brought up the subject of the Franco-Belgian agreement and its discrimination against the United States, specifically mentioning the copper matter. The Prime Minister has asked me for a memorandum outlining the situation, which is now being prepared.
[Page 239]Replying to the last paragraph of the Department’s telegram under reference, it is my understanding that France does not accord nations other than Belgium this special 2 percent advantage covered by the Franco-Belgian treaty. I am further informed that Switzerland has already put retaliatory measures in effect.
