450. Your 265, July 27, 6 p.m. In conversation with M. Herriot last evening, reported in another telegram,41 I informally brought up the subject of the Franco-Belgian agreement and its discrimination against the United States, specifically mentioning the copper matter. The Prime Minister has asked me for a memorandum outlining the situation, which is now being prepared.

Replying to the last paragraph of the Department’s telegram under reference, it is my understanding that France does not accord nations other than Belgium this special 2 percent advantage covered by the Franco-Belgian treaty. I am further informed that Switzerland has already put retaliatory measures in effect.
