My 634, November 2, 3 p.m.67 I am pleased to inform you that after considerable effort on the Embassy’s part, and provided the United States Treasury regulation regarding the free admission of dress samples is issued on the same day, the Ministries of Foreign Affairs and Commerce have agreed to the issuance of the copper decree. The consent of the French Ministry of Finance is still required and its answer is expected today or tomorrow. Is this arrangement agreeable to you and how many days’ notice would you require?

It is understood that the Treasury regulation will render the provision 3 of section 308 of the Tariff Act applicable to samples of wearing apparel.
