The Minister in China (Johnson) to the Secretary of State

122. Nanking’s January 24, 3 p.m.45 Following from Nanking:

“January 24, 5 p.m. My January 24, 3 p.m. There is no present indication of disturbances in Nanking but in view of the possibility that the necessity for evacuation of American citizens may arise, as the result of Japanese activities in Shanghai, I respectfully suggest that the Legation request the commander in chief to detail another naval vessel to Nanking for possible evacuation purposes only. For evacuation purpose it is necessary also to have naval vessels at Wuhu and Chinkiang. I have told the commanding officer of the station ship here that I am making this suggestion and have explained the reasons. I have pointed out that he is free to act as his judgment dictates.”

Legation is requesting commander in chief to comply with Peck’s request.
