The Consul General at Harbin (Hanson) to the Secretary of State

Ohashi confidentially informed my British and French colleagues and myself that this morning, acting on his own responsibility and not in conjunction with the local Japanese military mission, he had requested his Government to send troops from Changchun to Harbin.
2.
I believe that present situation does not justify such action and fear if Japanese troops start for Harbin, local Chinese troops in retiring might attempt to loot foreign property.
