115. Disapprove Consul General Cameron’s recommendation in his telegram of September 27, noon, regarding a United States warship which was made without consulting Embassy. His Majesty’s sloop Scars-borough arrived Rio de Janeiro today for an ordinary official visit. This probably created report in São Paulo of British measures for protection. Am familiar with Department’s telegraphic instruction No. 60 of October 11, 2 p.m., 1930.5
