Joint Communiqué by the Secretary of State and the Soviet Commissar for Foreign Affairs (Litvinov), November 8, 193328

There was a very friendly private discussion of some outstanding questions involved in the matter of relations between the United States and the Union of Soviet Socialist Republics. The conversation was entirely preliminary and detailed proposals were not discussed. The conversations will be resumed in the office of the Secretary of State this afternoon at four o’clock.29

  2. A second joint communiqué was issued by the Department at 6 p.m., November 8: “The Secretary of State and Mr. Litvinoff continued their conversations this afternoon in the office of the Secretary of State. The conversations will be resumed at 11 o’clock tomorrow morning in the office of the Secretary of State.”
