Your telegram No. 3, February 2, 6 p.m.82 Costa Rican telegram made no mention of Kellogg Pact but invoked American brotherhood in expressing fervent hope that proposal of Brazilian Government seconded by Costa Rica would be accepted. I cited Kellogg Pact to the Minister for Foreign Affairs and told him that the Government of the United States continues to extend its fullest support to the Brazilian proposal and to urge Peru’s unconditional acceptance thereof.
