Referring to Commercial Attaché’s telegram for Commerce transmitted by Consulate General’s November 2, 6 p.m. The Department prefers that the Commercial Attaché not be given any designation in connection with the sub-committee. He and representatives of the Department of State are authorized to give the sub-committee the same cooperation and advice as they would give any legitimate American interest without, however, departing from instructions contained in the Department’s telegram No. 75, October 7, 2 p.m.
