If the Supreme Court of the United States upholds the decisions of the two courts regarding paragraph A of section 601 would not France be exempt from the excise tax of 10 cents per 100 pounds on coal because the United States, as long as the modus vivendi of 1927 continues, is obliged to grant most-favored-nation treatment to France?
