The Secretary of State to the Chargé in Brazil (Gordon)

Your 321, November 19, 6 p.m. In view of the reply recently addressed by this Government to the Secretary General of the League of Nations, it does not seem probable that the action proposed by the Minister for Foreign Affairs will create the impression in Geneva that the Brazilian Government is attempting to speak for the United States. Should any misunderstanding in Geneva result, however, the Department will take the steps necessary to make clear that the Brazilian initiative was taken without prior consultation with the United States and that the position of this Government remains that manifested in the last communication addressed to the Secretary General of the League. It is desirable that you do not discuss this question at this moment with the Minister for Foreign Affairs.
