I hope that the intimation that Brazil is considering possible withdrawal from mediation given you by the Minister of Foreign Affairs is not to be construed as any considered opinion but as merely due to momentary irritation. The difficulties of the negotiation are patent and have been recognized from the outset. In any event, please make sure that no decision is reached by the Brazilian Government in this regard without our being afforded a full opportunity of discussing the pros and cons of the situation.
