Department is favorably inclined to suggestion contained in your personal letter June 11th.8 Navy Department informs us that [Page 296] complete withdrawal can be made effective by August 15th if instructions are given in the immediate future. The matter will be presented to the President for his decision immediately upon his return to Washington June 26th and you will be notified of such decision by cable immediately thereafter.
