The Secretary of State to the Ambassador in Japan (Grew)

Sir: With reference to your despatch No. 1059 of November 16, 1934,23 there is herewith transmitted a preliminary draft of a proposed consular convention with Japan.24 This draft was prepared in the Department on the basis of the existing Treaty with Poland, signed at Washington in 1931,25 and is in general similar to other treaties concluded in recent years with Germany, Norway, Finland, Cuba and other countries.

This draft has not as yet received the approval of the Department and is submitted to you at the present time for your confidential information and study. It is requested that you examine the draft, referring the matter to the Consul General, and report any suggestions or amendments that may appear advisable.
