75. Your 98, February 27, 3 p.m. The Department invites your attention to the requirements of the new regulations governing importation of airplane materials with respect to stamp tax and permit fee and submission of the documents and fees through appropriate diplomatic mission or consular office and points out that compliance therewith would appear, unless an appropriate reservation is made, to imply assent on the part of this Government to the imposition of the fee and the stamp tax on American citizens. It is suggested that the Legation consult with the legations of the other powers concerned and submit recommendations for the consideration of the Department.
