(1) Report by radio date when new system of narcotic drug import certificates will become effective.

(2) Inform all consular offices in China that when new system becomes effective prospective importers who are subject to extraterritorial jurisdiction should continue to transmit through the American Consul the same documentation as heretofore in addition to sending either directly or through the American Consul the Chinese Government’s import permit. Consular officers should inform regular importers from the United States.
