82. Embassy’s 76, April 8, 6 p.m.89 transmitting a message for Standard-Vacuum.

1.
The oil conversations ended today and the special representatives of the oil interests are leaving Japan in the near future to consult with their home offices.
2.
Faced with the danger of a definite break with the large oil interests, the Japanese officials today gave the special representatives last minute promises of future fulfillment of practically all the desiderata of the foreign oil interests. This fact cannot however be published either in Japan or abroad for fear of ultra patriotic reaction which might defeat the plans of the authorities to ameliorate the requirements of the law. Details of the understanding90 reached will be transmitted on the 15th to Standard-Vacuum New York through the Department.
