The Ambassador in France (Bullitt) to the Secretary of State

1275. Department’s telegram No. 530 of December 16, 7 p.m. Foreign Office states that it believes there will be no difficulty in having the word “foreign” omitted from the proposed decree.

The Foreign Office is obtaining from the appropriate government office the exact definition of the term “alcool de traite”.

The Embassy is advised by the Foreign Office that no reply has been received from the Ministry of Colonies with regard to its proposals and that no definite action will be taken until after consultation by the two Ministries. It says that it is practically certain that nothing will be definitely done before about the middle or end of January and in the meantime the decree of April 9, 1935, remains in force.
