17. Reference your letter January 31 to the President regarding acquisition of residence as part of settlement of debt which in principle has our unqualified approval.

Will you therefore in your discretion take such steps as may be necessary to find out definitely whether a settlement can be arranged and the residence offered as part payment. If a reasonably satisfactory offer is forthcoming along the lines of your letter of January 31, I will be glad to consult our leaders in Congress, since payment in this way necessitates congressional authorization. Please cable developments.
