Referring to my telegram of October 23, 11 a.m.,⁷⁸ enabling legislation introduced in Parliament today to exclude American vessels from Tasman trade. Bill based on similar New Zealand legislation. Probably no final action until after Christmas recess and indications are it will pass by substantial majority. I will send copy of bill as soon as received.
