The Secretary of State to the Ambassador in the United Kingdom (Bingham)
Sir: With reference to the Embassy’s despatch No. 2466, dated August 18, 1936, entitled “Proposed Preferential Margin of Duty on Tobacco Imported into Nigeria and the Gold Coast” there is enclosed a copy of a memorandum of a conversation between Mr. Dunn and Mr. H. O. Chalkley, British Commercial Counselor held September 21, 1936,4 on the same subject.
There is also enclosed a copy of a memorandum prepared in the Bureau of Agricultural Economics, Department of Agriculture,5 and dealing with the West African trade in tobacco.
You are requested, if opportunity presents itself, to supplement by informal reference to the subject the expression of concern which has been conveyed through Mr. Chalkley, and to report to the Department on the results thereof, and to submit any other available information on the whole question.
