Inform Wendelin, American Embassy, Madrid, Department approves evacuation Americans by train if obtainable to Valencia, provided in his judgment it is feasible and provided Spanish Government guarantees safety of line and train and provides adequate guard and all other necessary steps to ensure safety Americans.
