The Secretary of State to the Ambassador in France (Bullitt)

443. We are much interested in the French proposal to conduct informal conversations along the lines reported in your 1067 of October [Page 96] 30, 10 p.m. Action tending towards a general reduction of restrictions to international trade along the broad lines advocated by this Government would be most welcome. Before considering sending officials from here we would want to know something more concrete concerning the scope and purposes of the proposed conversations. Have the British been similarly approached and if so what was their attitude? Feis not available as already announced that he is sailing November 7th. with the American delegation to the Conference of American Republics at Buenos Aires.
