The Ambassador in France (Bullitt) to the Secretary of State

Your 361, July 22, 1 p.m.89 Miles Sherover,89a who sailed Empress of Britain August 7, stated that during his stay at Valencia [Page 536] he had been the guest of Prime Minister Negrín and closely in touch with Prieto. He claims to have concluded arrangements for the purchase by the Spanish Government of approximately $20,000,000 of automotive and aviation equipment in the United States all for “commercial use”. He said the Spanish Government commanded credits in the United States of several times $10,000,000. According to Sherover he had been requested by Negrín to endeavor to contact the President and the Secretary in respect of our trade relations with Spain and the use of American influence to end the civil war. Sherover states that Negrín believes the struggle in Spain will continue through most of 1938 and says the Spanish Loyalist forces now include 500,000 well-equipped effectives.
