140. Byas’20 forthcoming despatch to the New York Times concerning a bilateral nonaggression pact between Japan and the United [Page 107] States is based on two recent interviews with Sato. Sato feels as I have previously reported that the first essential requirement for the betterment of Japan’s foreign relations is improved relations with China but he visualizes a nonaggression pact with the United States as an important desideration for some time in the future.

Other comments on Japan’s attitude towards China and Mongolia are based on a confidential interview which Byas has had with the Minister of War.
