760. Your [Shanghai’s] 738, September 20, 11 p.m. Commander-in-Chief’s 0019–201586 and Department’s 263 [261] September 24, 1 p.m., to Nanking. Foreign Office replying to Embassy protest of September [Page 365] 21 denies that Chinese Air Force dropped bombs in Pootung on 18th but states instructions have again been issued to various forces to pay strict attention to foreign property in Shanghai.
