The Counselor of Embassy in Spain (Thurston) to the Secretary of State

Sir: I have the honor to refer to the Department’s strictly confidential instruction number 545, of October 31, 1938,5 (File No. 733.52/20) with which was transmitted a copy of a despatch submitted by the American Legation at Montevideo on the subject above cited, and to report that there has been no change in the attitude of the Spanish Government with respect to the resumption of diplomatic relations with Uruguay since the preparation of this Embassy’s confidential despatch number 446, of July 15, 1938.5

I mentioned this subject to Señor Alvarez del Vayo, the Minister of State, during a conversation yesterday, and he stated that while the Spanish Government desires to restore such relations, and has made tentative advances, it does not appear probable that they will be restored in the immediate future.
