Your 601, November 8, 6 p.m. You may wish to take a suitable occasion informally to advise Weizsaecker that it will be exceedingly difficult for the Committee to make progress in arranging for the settlement elsewhere of substantial numbers of refugees until such time as arrangements can be made for each emigrant to take with him a minimum amount of capital sufficient at least to cover his establishment in the country of settlement and his integration into a new economy.
