56. My 49, May 21, 3 p.m. I am informed Hart who is now in Kabul has decided to postpone notification to the Afghan Government until June 4 and formal written notification here until June 6. I also hear that Clapp intends to apply for oil concession in southeastern Iran. It is difficult to reconcile these maneuvers with the [Page 755] company’s decision and they may have a deplorable effect upon a situation which is already bad enough.
