The Minister in Liberia (Walton) to the Secretary of State

83. Secretary Dennis52 sailed today for Europe. He has been instructed by his Government to confer with Liberian diplomatic representatives relative to opening conversations with the Foreign Offices at London and Paris with a view to negotiating a tripartite agreement designed to give Liberia assurance that in time of war Great Britain and France will furnish Liberia aerial, naval and other protection.

The Liberian Government is wishful that the United States Government looks with favor upon the proposed plan.

According to information from [apparent omission] received here by the French Chargé d’Affaires, during the Czechoslovak crisis German nationals were secretly transmitting radio messages from Liberia. The Liberian Government is conducting an investigation …
