The Consul General at Shanghai (Lockhart) to the Secretary of State

1110. 1. Reference my 1102, August 13, 11 a.m. Fourth Marines report that two of the Japanese taken this morning have been turned over to Japanese military for disciplinary action against receipt after identification as members of the Special Service Section of the Japanese Army. The third was permitted to go to hospital by the police while in their custody.

2. Reference my 1109, August 13, 6 p.m.60 Fourth Marines also report that passengers in motor car referred to consisted of two Japanese of the Special Service Section and two Chinese (members of Ta Tao Government) all armed and in civilian clothes. Car had defense force license plates. They were apprehended by the municipal police after firing two shots in attempt to intimidate Chinese displaying national flags. The two Japanese were handed over to Japanese consular police but the Chinese are still being held by the municipal police.
