The Secretary of State to the Chinese Ambassador (C. T. Wang)

My Dear Mr. Ambassador: I have read with concern your note of August 24, 1938,73 quoting a telegram from the Chinese Ministry of Foreign Affairs in regard to a report from the Commander of Chinese forces in north Kiangsi to the effect that the Japanese forces used poison gases during a recent attack upon opposing Chinese troops.

I assure you that throughout the present conflict in the Far East this Government has exerted and continues to exert its influence through such appropriate means as are at its disposal to the end that practices of an inhumane character be abandoned.
