The Ambassador in China (Johnson) to the Secretary of State

78. Following is the Embassy’s translation of a communication from Ministry of Foreign Affairs dated January 29.

“The Ministry of Foreign Affairs has received a report that the radio station at Manila of the Mackay Radio and Telegraph Company, an American firm, has been exchanging messages with the radio station illegally set up by the Japanese at Shanghai. Diplomatic agent would observe that the reported action of the radio station in question, if it has in fact taken place, cannot but prejudice the traditional friendship that exists between our two countries. The Ministry has the honor to request, therefore, that the American Embassy will with all speed issue instructions that the action described above shall cease. A reply would be appreciated.
