The Consul General at Tientsin (Caldwell) to the Secretary of State

134. Since July 18, presumably on instructions of Provisional Government but without formal notice, local Customs have refused to permit importation of radio and wireless equipment without permits from the Superintendent of Customs which will be issued only upon the request of a consular office. Customs informally state that probably permits can be obtained for equipment already ordered. There [Page 31] is reason to believe, however, that the present restrictions presage complete embargo.
