Your 1066, August 4, 9 p.m., to the Ambassador and Hankow’s 398, August 4, 11 a.m.,46 in regard to Nanking’s 145, August 4, 2 p.m. The Department approves your recommendation in regard to action by Allison and desires that you promptly and vigorously take this case up with the appropriate Japanese authorities at Shanghai.

Please repeat to the Ambassador.

Repeat to Tokyo those portions of Nanking’s 145 which contain the facts in regard to the situation.
