The Chargé in Guatemala (McKinney) to the Secretary of State

Sir: I have the honor to forward herewith a package and letter15 from General Jorge Ubico, President of Guatemala, for delivery to [Page 209] President Roosevelt. The Department will note from the attached copy of the letter from the presidential secretariat that the package contains a copy of the Guatemalan “White Book” relative to the pending controversy with Great Britain over the boundaries of British Honduras.16 The suggestion is made in this letter that the book be handed personally to President Roosevelt by Minister Des Portes who is, as the Department is aware, en route to the United States.

Since the Legation was furnished a copy of President Ubico’s letter in the matter a copy thereof, together with its translation, is likewise enclosed for the Department’s files.
