75. For the Under Secretary. Aranha31 has just telephoned to say that a report has reached him that our Government is sending a naval mission to the Argentine and asked me to ascertain at once from you if there is any truth in this. (My opinion is that Goes Monteiro, Chief of the General Staff, heard for the first time at Buenos Aires of the presence there of the three officers who have been acting in the capacity of advisers to the Argentine Navy.)
