120. For the Under Secretary. Department’s 68. President Vargas, Aranha, Minister of War, Chief of General Staff, Chief of President’s Military Household, all strongly suspect that German representatives here had knowledge of and much sympathy with uprising and possibly took part in plans therefor but thus far they have no definite proof. Due [apparently garbled] Attaché of the German Embassy, Aranha says, is returning to Germany by special plane.
