137. Amparo on behalf of some of the smaller oil companies on the ground the expropriation decree established monopoly and was [Page 749] therefore in violation of article 28 of the Constitution has been denied. This request for amparo was in addition to those mentioned in the Embassy’s despatch 6496 of April 15.4
Congress has now approved the 100 million peso bond issue and steps are being taken now to secure subscriptions. It is said that organizations and industries will be expected to subscribe. Railway Workers Council of Administration has been appointed to operate national railways.
